Business entities may operate personal delivery devices on sidewalks, crosswalks, bicycle lanes, road shoulders, and parking lots throughout Kentucky, with devices having the same rights and responsibilities as pedestrians or bicyclists

Personal delivery devices must not exceed 10 mph in pedestrian areas and 20 mph elsewhere, weigh no more than 500 pounds (excluding cargo), and must display a unique ID number, contact information, braking system, and lights visible from 500 feet at night

A human agent of the business entity must be capable of monitoring and controlling the device at all times during operation

Business entities operating personal delivery devices must maintain general liability insurance coverage of at least $100,000 for damages arising from device operation

Local governments are prohibited from imposing any taxes, fees, or other requirements on personal delivery devices or their operators, and the devices are explicitly excluded from motor vehicle definitions under state law
