Cities with populations of 12,000 or more will have 4-year terms for legislative body members; cities under 12,000 will have 2-year terms, based on the most recent federal decennial census.

When a city crosses the 12,000 population threshold (increasing or decreasing), adjusted term lengths take effect at the next regular election after current members' terms conclude.

Current legislative body members in cities of 12,000+ serving when the Act takes effect will have their terms conclude on January 1, 2027, with 4-year terms beginning for those elected in November 2026.

Members appointed less than three months before the November 2026 election in cities of 12,000+ will serve until January 1, 2030.

Legislative body candidates must be at least 18 years old, a qualified voter, a city resident for at least 1 year prior to election, and must reside in the city throughout their term.
