Labor organizations certified as bargaining representatives for public employees must represent all employees in collective bargaining negotiations and contract administration without discrimination

Labor organizations are not required to provide individualized services (grievance representation, disciplinary representation, investigatory representation, arbitration advocacy) to non-dues-paying employees

Nonmember employees may represent themselves or hire their own counsel in proceedings not involving collective bargaining agreement interpretation or enforcement

For proceedings involving contract interpretation/enforcement, unions may choose whether to represent nonmembers and may charge reasonable fees not exceeding actual costs if they do provide representation

Applies to collective bargaining agreements entered into or renewed after the effective date of the Act
