Defines "small farm" as land used for growing crops or raising livestock with gross sales of $1,500,000 or less annually from livestock products, cultivated/harvested crops, or food product sales

Prohibits state and local governments (including cities, counties, urban-county governments, consolidated local governments, and health departments) from imposing rules, regulations, certifications, or licensing requirements on small farms or home-based processors beyond what federal law requires

Repeals KRS 217.136, which currently governs home-based food processors including permit exemptions, packaging and labeling laws, production requirements, inspections, and registration systems
