Amends KRS 507A.010 to remove the existing legal protection that exempted pregnant women from prosecution under Kentucky's fetal homicide laws for acts that caused the death of their own unborn child

Retains exemptions for health care providers performing abortions with the pregnant woman's consent or in medical emergencies

Retains exemptions for health care providers performing diagnostic testing, therapeutic medical treatment, or fertility treatment when exercising ordinary care and skill

Defines "unborn child" as a member of the species homo sapiens in utero from conception onward, regardless of age, health, or condition of dependency
