Public postsecondary institutions in Kentucky cannot require students who are within 6 months of turning 18 (or older) on the first day of a semester to live in student housing, beginning with the 2027-2028 academic year.

Institutions are prohibited from charging fines or fees for not residing in student housing, or requiring housing contracts as a condition of admission, enrollment, or participation in institutional activities.

Students 17 years and 6 months or younger without parental consent to live off-campus remain subject to housing requirements.

Residential dual enrollment programs and the model and practice school under KRS 164.380 are exempt from these restrictions.
