Kentucky would appoint 5 delegates and 5 alternate delegates to any Article V constitutional convention, with the House selecting 3 and the Senate selecting 2, all from current General Assembly members

Delegates must take an oath pledging to vote only on amendments authorized by the General Assembly's convention application and to follow the one-state, one-vote rule

Casting an "unauthorized vote" (exceeding convention scope, altering voting rules, or modifying fundamental constitutional rights) constitutes a Class D felony punishable by up to $1,000 fine and/or 1 year imprisonment

A 10-member Article V Oversight Committee would monitor delegates when the legislature is not in session, with authority to disqualify delegates for unauthorized votes by a 7-member supermajority

Declared an emergency measure taking effect immediately upon passage due to the possibility that an Article V convention could be called at any time
