Amends Kentucky Board of Dentistry regulations to update definitions, replacing references to "CODA accredited" programs with licensure-based definitions and recognizing the National Commission on Recognition of Dental Specialties and Certifying Boards instead of the American Dental Association for specialty recognition

Expands dental hygienist practice authority, including allowing radiographs without dentist presence upon written order, extending patient examination intervals from 7 to 11 months for general supervision, and permitting block/infiltration anesthesia and nitrous oxide administration with 32 hours of training

Restricts corporate ownership of dental practices by prohibiting non-licensed persons or entities from controlling clinical decisions, diagnosis, treatment planning, patient records, or selection of dental personnel, while grandfathering existing ownership arrangements

Authorizes the Board to designate funds for scholarships or education loan repayment assistance and requires liability insurance purchase for board and staff members

Establishes disciplinary procedures including that persons convicted of Class A, B, or C felonies after initial licensure cannot maintain licenses, and allows the Board to publicly disclose the basis of disciplinary actions while protecting Well-being Committee information
