District-level school employees not assigned 100% to a specific school must provide substitute services for at least 1 full day every 20 in-person instructional days

Employees with teaching certificates must serve as substitute teachers; those without certificates may provide substitute support services or teaching services

If substitute services are not needed during a 20-day period, the employee must serve 2 days during the next 20-day instructional period

Districts must prioritize using district-level employees to fill daily substitute needs, and no additional compensation is provided for these substitute duties

Local boards of education must adopt policies to implement these requirements
