Grants firearms and ammunition manufacturers and sellers immunity from liability for harm caused by criminal or unlawful misuse of their products when the firearm or ammunition functioned as designed

Limits lawsuits against firearms industry to cases where the defendant violated a statute that explicitly regulates firearms/ammunition, provides clear requirements, and the violation directly caused the harm

Restricts negligent marketing claims to instances where marketing directly targeted legally prohibited purchasers, explicitly encouraged unlawful use, and violated a firearms-specific statute through willful and knowing conduct

Requires plaintiffs to prove claims by clear and convincing evidence and allows defendants to file special motions for dismissal heard within 45 days, with denials immediately appealable

Imposes penalties of $100-$250 per day on plaintiffs and attorneys who bring or maintain violating claims, plus attorney's fees, and authorizes the Attorney General to enforce the provisions
