Requires Kentucky's Cabinet to develop and implement initiatives under the SNAP education and training plan (per 7 C.F.R. sec. 273.7) to improve employment outcomes and workforce participation for eligible individuals

Mandates partnerships with workforce boards, educational institutions, employers, and community organizations to provide job readiness training, occupational training, and work-based learning opportunities

Establishes partner-funded programs supporting household food security, including incentive programs to increase purchase and consumption of nutritious foods at work and at home

Requires the cabinet to pursue federal approvals and submit a state plan amendment by December 1, 2026, and authorizes use of federal SNAP matching grant funds under 7 C.F.R. sec. 273.7(d)

Mandates annual reporting to the Legislative Research Commission and appearances before the Interim Joint Committee on Health Services on program participation, employment outcomes, and federal fund utilization
