Requires each Kentucky postsecondary institution to designate at least one staff liaison to assist students experiencing homelessness and students in care (foster youth, those receiving adoption assistance, or formerly in state custody)

Liaison duties include helping students access financial aid, tracking graduation and retention rates, connecting students to housing and support services, and submitting annual reports to the Council on Postsecondary Education by August 1

Institutions where homeless and in-care students average 2% or more of enrollment over three academic years must designate a dedicated employee whose primary job is serving as liaison

Institutions with on-campus housing must grant priority housing to homeless students and students in care, allow part-time students access to housing, waive housing fees during academic breaks, and keep housing available during breaks

Council on Postsecondary Education must provide annual liaison training, coordinate with McKinney-Vento homeless education coordinators, and report to the Legislative Research Commission by September 1 each year
