Establishes the School Bus Stop Safety Camera Fund in the State Treasury, administered by the Department for Local Government, to provide grants for local governments to install, maintain, and monitor video camera systems at public school bus stops.

Authorizes local governments to install camera systems on public property or on private property with owner permission, and requires consultation with school districts to determine appropriate locations.

Requires public school districts to report all bus stop locations to local governments by August 1, 2026, and annually thereafter.

Mandates 60-day retention of video footage (2 years if injury or collision occurs), with access limited to school districts for discipline matters, law enforcement, and subpoenas; footage must be deleted within 7 days after any related proceeding concludes.

Parents may object to their children being recorded, requiring faces and identifying characteristics to be redacted before footage is used or shared; declares an emergency for immediate effect to begin implementation by the 2026-2027 school year.
