Eliminates the abortion exception from fetal homicide prosecutions, removing language that previously protected consensual abortions and medical emergency abortions from criminal liability

Retains a narrower exception only for health care providers performing diagnostic testing or therapeutic medical/fertility treatment with appropriate standard of care

Defines "unborn child" as a member of the species homo sapiens from conception onward, regardless of age, health, or condition of dependency
