Requires each Kentucky school district to adopt a plan by December 1, 2025 establishing policies for advanced coursework and accelerated learning in language arts, mathematics, social studies, and science for students in grades 4-12

Mandates that middle school mathematics strategies in district plans provide students access to advanced mathematics coursework designed to prepare them for Algebra I enrollment by grade 8

Requires districts to offer gifted and talented students either accelerated learning or advanced coursework, plus at least one additional service delivery option such as mentorships, independent study, distance learning, or special counseling services

Permits districts to automatically enroll students who score "distinguished" on statewide assessments into available advanced coursework for that subject area

Directs the Kentucky Department of Education by December 1, 2025 to establish recommendations for consistent use of preliminary assessment data and other criteria to identify students prepared for advanced coursework
