Amends KRS 154.50-323 to add gender-inclusive language ("or her") to existing eminent domain provisions for economic development

Requires governmental units to provide proper public notice stating the specific purpose for condemned property before exercising condemnation power under KRS 154.50-301 to 154.50-346

Mandates that condemned property be developed within 5 years according to the stated purpose

Grants original property owners the right to repurchase their condemned land at the original condemnation price if the authority fails to develop it within the 5-year period

Entitles former property owners to recover costs and reasonable attorney's fees when reacquiring land through court proceedings
