Amends KRS 154.12-205 governing the Bluegrass State Skills Corporation, an independent corporation attached to the Cabinet for Economic Development that promotes employment through skills training programs

Board of directors consists of 17 members: 5 ex officio members (including commissioners and secretaries from workforce, economic development, education, and postsecondary education agencies) and 12 Governor-appointed members

Governor-appointed members serve 4-year terms and must include persons with experience in business, industry, skills training, education, minority employment, and at least one labor organization representative

Non-ex officio board members receive $100 compensation per regular or special meeting, plus reimbursement for actual and necessary expenses

Updates statutory language to be gender-neutral by adding "or her" to provisions regarding member removal by the Governor
