Amends KRS 151B.017 to grant the Secretary of the Education and Labor Cabinet authority to mandate fiscal responsibility and dispute resolution procedures among state organizational units for services provided under the federal Workforce Innovation and Opportunity Act

Authorizes the secretary and designated representatives to administer oaths, issue subpoenas, compel attendance of witnesses, and require production of records relevant to investigations

Empowers Circuit Courts to enforce compliance with cabinet subpoenas when individuals fail to comply, with subpoenas servable anywhere in the state by authorized cabinet representatives

Requires the secretary to develop administrative regulations protecting confidential records of the Office of Unemployment Insurance, Career Development Office, and Office of Industry and Apprenticeship Services from disclosure without consent or legal authorization

Permits the Department of Workforce Development to share client information with state, local, private, or quasi-private agencies that have confidentiality agreements and a direct, tangible, legitimate interest in the individual
