Creates a new section of KRS Chapter 237 declaring the right to keep and bear arms a "natural, God-given right" and expressing the General Assembly's intent to oppose federal or state infringement on this right

Applies automatically if Congress repeals or federal courts declare unconstitutional any provision of the National Firearms Act, Gun Control Act, or Firearms Owners' Protection Act

Prohibits Kentucky and its political subdivisions from enacting or enforcing any state law that mirrors or replaces a federal firearm restriction that has been repealed or ruled unconstitutional

Bars law enforcement officers and public officials from enforcing invalidated federal firearm restrictions, with violators subject to fines up to $250 and potential termination; waives sovereign and qualified immunity for civil lawsuits

Grants firearms manufacturers and federally licensed dealers the right to manufacture, sell, or possess firearms and accessories no longer restricted under federal law
