Amends KRS 211.160 to update gender-neutral language throughout the statute, changing "he" to "he or she" and "his" to "his or her" when referring to the Secretary for Health and Family Services

Authorizes the Secretary to employ medical, clinical, technical, and other personnel by contract and to procure property, equipment, services, facilities, and supplies from available funds

Permits the Secretary to accept gifts, donations, grants, bequests, and conveyances of real and personal property on behalf of Kentucky for health services, with all funds deposited in the State Treasury

Requires applicants for benefits to have been continuous Kentucky residents for at least 12 months immediately preceding their application date

Allows other Commonwealth cabinets, agencies, or commissions to provide services, facilities, and assistance to the Cabinet at no cost upon written approval by the Governor
