Amends KRS 117.245 to specify that voter challenges based on failure to provide proof of identification (as defined in KRS 117.001) are handled differently from other qualification disputes

Voters whose qualifications are disputed by a challenger for reasons other than lack of ID must sign a written oath before being permitted to vote

Each precinct must include 20 printed copies of the oath form in election supplies, with the form prescribed by the State Board of Elections

Signed oaths must be returned to the county clerk and delivered to the Commonwealth's attorney for investigation by the grand jury

Grand jury must investigate all votes cast under oath and return indictments against persons found to have voted illegally; oaths with no indictments are retained by the county clerk as permanent records
