Prohibits employers from entering into, enforcing, or threatening to enforce non-compete agreements with "covered employees" earning less than $2,000 per week in average weekly earnings

Covered employees include interns, students, apprentices, trainees (paid or unpaid), and independent contractors

Allows covered employees to bring civil action within 2 years to void non-compete agreements and recover damages, injunctive relief, and reasonable attorney fees and costs

Prohibits employer retaliation against employees who file civil actions under this law and requires employers to post notice of these protections in the workplace

Establishes civil penalties of $1,000 to $10,000 per violation for employers who enter into or enforce prohibited non-compete agreements, or who retaliate against employees; posting violations carry penalties of $100 to $1,000
