Amends KRS 620.180 to update gender-neutral language throughout foster care case conference and review provisions, changing "his" to "his or her" when referencing parents, custodians, and their attorneys

Requires case conferences within 10 calendar days of temporary removal hearings for children placed with the cabinet, with additional reviews at least every 6 months

Mandates case review and court recommendation on reunification versus termination of parental rights after a child has been in cabinet custody for 6 cumulative months, with follow-up reviews every 3 months thereafter

Requires petition for termination of parental rights and adoption placement no later than after 15 cumulative months of cabinet custody within a 48-month period

Cabinet must complete and submit all permanency paperwork to the court within 30 working days after a termination of parental rights judgment is entered
