Amends KRS 154.12-100 governing Kentucky's economic development fund, which promotes economic development through bonds issued by the State Property and Buildings Commission or General Assembly appropriations

Requires the Cabinet for Economic Development secretary to consult with the Finance and Administration Cabinet secretary on fund terms and conditions before committing to any project with public or private organizations

Mandates approved projects receive review and approval from both the Capital Projects and Bond Oversight Committee and the State Property and Buildings Commission at their next regularly scheduled meetings

Prohibits economic development fund expenditures during any biennium from exceeding the fund balance, and allows authorized funds to carry forward without lapsing

Requires an annual report by November 1 showing funds issued, disbursed, amounts repaid, and balances owed for grants or loans made during the previous five fiscal years
