Adds new exceptions to Kentucky's abortion restrictions allowing abortions for lethal fetal anomalies and pregnancies resulting from rape or incest (up to 22 weeks gestational age)

Expands the definition of "medical emergency" to include conditions causing potential harm to physical health, life-threatening conditions (premature rupture of membranes, hemorrhage, preeclampsia, cardiac complications), and long-term damage to reproductive health or fertility

Provides physicians with immunity from criminal and civil liability when complying with abortion-related statutes, except for gross negligence or willful, malicious, or intentional conduct

Simplifies abortion reporting requirements to the Vital Statistics Branch, reducing required information to patient age, county of residence, previous pregnancies, living children, procedure type, and reason for abortion

Repeals KRS 311.735 requiring spousal notice before an abortion and may be cited as the "Compassionate Care Act"
