Creates the offense of "malicious distribution of images without consent" under KRS Chapter 531, prohibiting the intentional computer-based distribution of images (including publicly available images) without the depicted person's consent when done to sexually gratify others, degrade/exploit/abuse the person, or invite harmful comments about them

Classified as a Class B misdemeanor, and conviction does not require sex offender registration under KRS 17.500 to 17.580

Exempts internet service providers, telecommunications services, and interactive computer services (as defined in 47 U.S.C. sec. 230(f)(2)) from liability for content provided by third parties

Defines "consent" as specific permission to transmit images to a particular recipient or platform; consent to create an image does not automatically constitute consent to distribute it

Requires that the disclosure would cause a reasonable person to suffer harm for the offense to apply
