Amends KRS 56.463 to require the cabinet to adopt rules and promulgate administrative regulations in accordance with KRS Chapter 13A when governing the acquisition, control, and disposition of state real property

Maintains existing provisions allocating space in the New State Capitol Annex basement and floors 1-4 to the General Assembly and Legislative Research Commission, with specified exceptions for State Police, cafeteria, Secretary of State offices, and Kentucky Educational Television

Requires a memorandum of understanding between the cabinet and Legislative Research Commission beginning February 1, 2024, and every two years thereafter, covering building maintenance, security, janitorial services, and rental/utility rates

Grants the Legislative Research Commission authority to discontinue cabinet janitorial services with 60 days' notice and enter separate contracts, with proportionate rent/utility reductions

Allocates all Capitol campus parking garage spaces and east, south, and west parking lots to the General Assembly and Legislative Research Commission, except spaces previously allocated to the Supreme Court, Lieutenant Governor, Attorney General, and Secretary of State as of January 1, 2023
