Prohibits law enforcement from using threats, physical harm, deception, or psychologically manipulative tactics during custodial interrogations of children related to public offenses

Defines prohibited "deception" as false statements about evidence, misrepresenting facts, or making false promises of leniency

Defines prohibited manipulation tactics to include presuming guilt, exaggerating charges or evidence, minimizing offense seriousness, promising leniency, and using false choice strategies forcing children to select between two incriminating options

Creates an exception allowing these tactics only when officers reasonably believe information is necessary to protect life or property from an imminent threat, limited to questions addressing that threat

Makes statements obtained from non-compliant interrogations inadmissible against the child in civil, criminal, or juvenile proceedings, except when offered by a plaintiff in a damages lawsuit arising from the interrogation
