Creates a new category of "municipal interlocal gas utility" defined as an interlocal agency whose membership includes only city governments operating natural gas systems for construction, acquisition, distribution, transmission, or sale

Exempts municipal interlocal gas utilities from Public Service Commission regulation under KRS Chapter 278, except for pipeline safety provisions in KRS 278.495

Grants municipal interlocal gas utilities authority to define, enlarge, or reduce service territories; provide retail or wholesale service to customers in their territory; and acquire existing natural gas distribution systems through eminent domain at depreciated replacement cost plus vacant land value

Amends existing law to allow municipal interlocal gas utilities to extend or construct new natural gas systems inside or outside constituent cities' boundaries and share revenues and physical assets through interlocal agreements

Applies exemptions and authority retroactively to January 1, 2020, including any activities undertaken before the bill's effective date
