Requires petitions to gather signatures from at least 5,000 registered voters or 10% of votes cast in the last presidential election (whichever is less), with electronic signatures permitted in urban/consolidated government counties if the committee covers associated costs

Prohibits filing recall affidavits within 90 days of a superintendent's initial appointment or less than 180 days before the regular election when the recall question would appear on the ballot

Mandates a recall election 35-45 days after petition validation (or at the next regular election at the board's option), with removal effective if a majority votes in favor; superintendents may avoid the election by resigning within 15 days of petition certification

Bars school boards from providing post-employment compensation or severance benefits to superintendents who resign during pending recall proceedings, and prohibits use of tax dollars to advocate for or against the recall question
