Permits 16 and 17 year-olds to vote in school board elections only, if the local school board adopts a resolution by majority vote at least 365 days before the election takes effect

Eligible youth voters must be U.S. citizens, residents of the school district, registered under State Board of Elections procedures, and not otherwise disqualified from voting

County clerks administer registration and voting for 16-17 year-olds using existing polling locations, with ballots limited to school board contests only

State Board of Elections must promulgate regulations covering registration forms, identity verification (which may include secondary school photo IDs), ballot design, and implementation procedures

Applies to school board elections occurring on or after January 1, 2028
