Amends KRS 158.192 to require local school boards to immediately determine material, programs, or events harmful to minors and mandate removal if the board either denies a parent the opportunity to orally recite passages at a board meeting or deems the passage inappropriate to recite publicly.

Expands parent rights during the appeal process to include the explicit opportunity to orally recite passages from challenged materials, programs, or events at local board of education meetings.

Maintains the existing complaint resolution process requiring written complaints to school principals within 7 business days, principal review and determination within 10 business days, and board appeal completion within 30 calendar days.

Requires final appeal dispositions, including individual board member votes and whether material was restricted or removed, to be published on the board's website and in the county's largest circulation newspaper within 15 business days.
