Authorizes mobile salons as licensed structures on wheels where cosmetology services may be performed, with expanded definitions for fixed salons, limited facilities, and esthetic salons

Establishes administrative penalties up to $1,500 per offense for individuals practicing cosmetology, esthetics, nail technology, or other regulated services without proper licensure

Requires cosmetology school applicants to complete training hours within 5 years of enrollment (1,500 hours for cosmetologists, 750 hours for estheticians, 450 hours for nail technicians) and removes prior requirements for "good moral character"
