Prohibits cities, counties, consolidated local governments, urban-county governments, charter county governments, unified local governments, and school boards from entering into new collective bargaining agreements after the effective date

Existing collective bargaining agreements remain valid until they expire, at which point affected entities may negotiate future agreements when current ones end

Repeals KRS Chapter 345 (firefighter collective bargaining), KRS 67A.6901-6911 (urban-county employee bargaining), KRS 67C.400-418 (consolidated local government employee bargaining), KRS 70.262 (deputy sheriff bargaining), and KRS 78.470 (county police bargaining)

Removes collective bargaining references from numerous statutes including open meetings law exceptions, police officer due process protections, retirement system provisions, and overtime compensation rules

Declares an emergency for immediate effect upon passage and approval, citing protection of public funds as justification
