Requires national and state criminal background checks via fingerprinting for all applicants seeking licensure under this chapter

Adds new definitions for ionizing radiation, nonionizing radiation, and diagnostic medical sonography, and expands the list of recognized national organizations to include sonography and MRI credentialing bodies

Establishes civil penalty structure for unlicensed practice: penalties assessed against both the unlicensed individual and their employer, with doubled penalties for repeat offenses and each day of violation constituting a separate offense

Repeals existing KRS sections 311B.080, 311B.180, and 311B.190, consolidating penalty and enforcement provisions into amended section 311B.160
