Creates a new Department of Psychoactive Substances within the Public Protection Cabinet to oversee regulation and enforcement of cannabis, kratom, and designated hemp products

Establishes a Regulated Products Control Board and creates separate hemp and kratom divisions within the department, with authority to issue licenses, set fees, and limit the number of licenses

Prohibits use of regulated adult-use psychoactive products by anyone under age 21

Transfers regulatory authority over cannabis-infused beverages and hemp-derived cannabinoids from the Department of Alcoholic Beverage Control and Department for Public Health to the new department

Creates the Kentucky Hemp Fund and Department of Psychoactive Substances Fund, and establishes laboratory testing standards for regulated products
