Local boards of education and local associations representing school employees must bargain collectively in good faith to reach collective bargaining agreements

"Bargain collectively" requires meeting at reasonable times (including before budget-making), negotiating wages, hours, and employment conditions, and executing written contracts for agreements reached

Neither party is compelled to agree to any proposal or make concessions during negotiations

Violations found by a court result in penalties not exceeding $500 owed to the aggrieved party

Creates a new section of KRS Chapter 160 establishing these collective bargaining requirements for Kentucky school districts
