Imposes a 4% state retail regulatory license fee on all alcoholic beverage and cannabis-infused beverage sales to consumers, along with wholesale regulatory license fees on these beverages and retail fees on kratom, hemp-derived, and cannabinoid products

Sunsets existing excise, wholesale, and other taxes on alcoholic beverages and cannabis-infused beverages on July 1, 2027, replacing them with the new regulatory license fee structure

Requires local governments currently imposing regulatory license fees to reduce them to 3% within 4 years, and limits any new local fees to 1%

Permanently prohibits retail licensees from using a premises where they sold alcohol to minors 3 or more times within 24 months

Authorizes distillers, small farm wineries, and microbreweries to allow leashed dogs on their premises, and creates a souvenir package license for distillers
