Public schools, school districts, public charter schools, and public education cooperatives in Kentucky are prohibited from using any funds (including state appropriations, grants, donations, fees, tuition, or other sources) to pay external individuals or entities to lobby at the state or local level

Public postsecondary education institutions face the same prohibition on spending any funds to compensate external lobbyists for state or local lobbying activities

"Lobbying" includes promoting or opposing legislation, influencing public officials, and attempting to influence public referendums, primary elections, special elections, or regular elections

School and university employees may still engage in lobbying activities within the scope of their job descriptions on behalf of their institutions

Public schools and postsecondary institutions may still hire external individuals or entities to represent their interests before the federal government's executive or legislative branches
