Appropriates $400,000,000 in fiscal year 2026-2027 and $400,000,000 in fiscal year 2027-2028 (total $800 million) from Kentucky's budget reserve trust fund to state government agencies for one-time expenditures

Designates three spending categories: water and sewer project pools, economic development investments, and smaller one-time local infrastructure projects

Specifies that these appropriations shall not count as General Fund appropriations when certifying budget reduction conditions under KRS 141.020

Acknowledges this is an initial phase of planned investments, with additional projects and appropriations potentially authorized before the 2026 Regular Session concludes
