Creates a new "shop training program" allowing barber shops to register with the Kentucky Board of Barbering to employ unlicensed individuals who can perform barbering services under direct supervision of a licensed barber

Requires unlicensed program participants to complete 2 hours of education on barbering, cosmetology, and sanitation laws, plus pass a sanitation examination before providing services

Mandates written disclosure to customers that they are receiving services from an unlicensed provider participating in the training program

Establishes that participants become eligible to apply for an apprentice license after completing at least 1,200 hours or 9 months in the shop training program

Authorizes the Board to order shops to cease program participation if human health is endangered, and removes shops from the program if 3 or more participants fail the barber license examination within one year
