Authorizes the Kentucky Horse Racing and Gaming Corporation to regulate fantasy contest operators, requiring geolocation technology, fraud prevention procedures, independent audits, and licensing with a minimum age of 21

Imposes a 15% excise tax on adjusted gross revenue from fixed-odds wagering on live horse racing and establishes a purse stabilization fund from these taxes and fees

Raises the minimum age for sports wagering and charitable gaming participation from 18 to 21, and prohibits proposition bets on individual players in collegiate sporting events

Increases charitable gaming licensing fees significantly (distributor/manufacturer fees from $1,000 to $5,000; charitable organization fees from $300 to $1,000; facility fees from $2,500 to $5,000) and raises individual charity game ticket prize limits from $599 to $1,499

Prohibits tracks and associations from participating in or contracting with platforms offering event contracts through prediction markets, and requires totalizator system updates by April 1, 2027
