Defines "critical incident" as when a student suffers severe physical injury, death, requires ambulance transportation, or triggers the cardiac emergency response plan, and requires schools to document and investigate such incidents with third-party involvement.

Expands the state school security marshal's authority to conduct investigations of serious physical injury or death incidents occurring on public school property, at school-sanctioned events, on school transportation, or during interscholastic athletics.

Requires investigation reports to be filed with the school district board of education and made available to the injured party, their parent/guardian, or decedent's next of kin.

Mandates that athletic incident investigations examine environmental conditions (field conditions, weather, athletic trainer availability, AED proximity), sporting equipment (fit, use, condition of helmets), and emergency response effectiveness.

Adds deaths occurring on public or nonpublic school property or during school-sanctioned events to the list of circumstances requiring coroner post-mortem examinations under KRS 72.025.
