Expands the definition of drug testing products exempt from paraphernalia laws to include test strips and equipment that detect any controlled substance, synthetic drug, or harmful chemical compound—not just opioids as under previous law

Removes the term "narcotic" from drug testing product exemptions, broadening legal protections for fentanyl test strips and similar harm reduction tools

Maintains the exception that drug testing equipment used in conjunction with importing, manufacturing, or selling fentanyl or fentanyl analogues remains classified as drug paraphernalia

Protects individuals from prosecution for controlled substance possession when drug testing products contain only residual or trace amounts of synthetic opioids or analogues

Excludes medicinal cannabis accessories (as defined in KRS 218B.010) from the definition of drug paraphernalia
