Fiscal notes must include bill identification, a brief summary, a statement of fiscal impact with estimated expenditures and revenues, an explanation of the fiscal impact methodology, source references, and the date finalized

Renames existing "fiscal notes" for local government impacts to "local government mandate statements" to distinguish them from the new state fiscal notes, while maintaining the existing requirement that bills affecting local government cannot be voted on without such statements attached

Requires fiscal notes on state or local government to be attached to administrative regulations, including emergency regulations, with agencies required to analyze projected costs or savings to state agencies, local governments, and regulated entities

Authorizes state agencies to request assistance from the Legislative Research Commission in preparing fiscal notes, and requires updated fiscal notes when amendments are made to administrative regulations at legislative committee meetings
