Requires officers, including game wardens, to obtain a search warrant before entering private open land for covert surveillance or installing surveillance devices, unless they have owner permission, face exigent circumstances, are dispatching distressed wildlife, or cannot identify unmarked rural land boundaries

Removes the previous exemption that allowed game wardens to enter private land without a warrant based solely on "reasonable suspicion" for compliance checks or surveillance

Mandates officers activate body-worn cameras when entering private open land and immediately notify landowners upon entry (unless possessing a surveillance warrant)

Expands the definition of "officer" under KRS 15.519 to explicitly include game wardens as defined in KRS 150.010

Applies the same private land access restrictions to Department of Fish and Wildlife Resources officers enforcing boating regulations under KRS Chapter 235
