Establishes a new Court Facilities Construction Standards Board to set minimum standards for court facility design, construction, and renovation, including requirements for courtroom size, security infrastructure, accessibility, and technology

Transfers authority for planning, design, financing, and construction of new court facility projects from the Administrative Office of the Courts to county fiscal courts or local government legislative bodies, with the county attorney serving as legal counsel for all project contracts

Creates Local Project Development Boards for each new project, composed of local officials, judges, and a circuit clerk, to oversee project development, budget approval, and coordination with local government

Requires the Administrative Office of the Courts to conduct facility assessments at least every four years, maintain a statewide county ranking of court facility needs, and submit biennial reports to the General Assembly with prioritized project recommendations

Declares an emergency with an effective date of July 1, 2026, while preserving existing obligations for court facility projects authorized prior to the effective date
