Renames the Kentucky Film Office to the Kentucky Entertainment Commission and expands its scope to include film/television production, music recording and production, live performance recording and venue development, workforce development, and regional entertainment industry economic incentives

Expands the Kentucky Film Leadership Council to the Kentucky Entertainment Leadership Council with 11 voting members (increased from 7), adding representatives from music production, live event production, and three citizen members appointed jointly by the Senate President and House Speaker

Allocates 2.5% of transient room tax collections (up to $500,000 maximum) to the commission for staff and operational costs from July 1, 2025 through June 30, 2027

Sets the executive director salary cap at $225,000 and establishes tiered application fees for tax incentives: $250 for projects under $50,000, $500 for $50,000-$100,000, and $1,000 for projects over $100,000

Creates the Kentucky Music Cities Together Pilot Program as a two-year initiative engaging 10-13 communities statewide to strengthen local music economies, with a report due to the Legislative Research Commission by December 1, 2028
