Establishes the Special Committee on Sexual Misconduct as an independent 8-member body (4 Senate, 4 House appointees) attached to the Legislative Research Commission for administrative purposes only.

Authorizes the committee to receive and investigate complaints alleging sexual harassment, sexual abuse, or sexual assault by General Assembly members against legislative employees, other legislators, or members of the public.

Requires the committee to complete investigations and submit findings within 90 days, with reports going to all members of the accused legislator's chamber.

Permits punitive recommendations including committee removal, denial of access to affected employees or Capitol buildings, fines, or initiation of expulsion proceedings.

Exempts complaints, investigation records, and complainant/witness identifying information from the Open Records Act to protect confidentiality.
