Creates a Tutoring and Academic Assistance Grant program administered by the Cabinet for Health and Family Services to improve graduation rates and learning stability for children in foster care

Establishes the foster child tutoring and academic assistance trust fund in the State Treasury, funded by grants, contributions, appropriations, and other moneys

School districts and community organizations may apply for grants from the trust fund to provide tutoring and academic assistance services to foster children

Unexpended fund amounts at the close of a fiscal year carry forward to the next fiscal year rather than lapsing
